A combination of plans and planning efforts from multiple stakeholders influences the Parks and Recreation Department’s operations. The following plans are interrelated and serve as supplementary documents.

Owners who see unattended dogs or other serious incidents such as dog bites should call Washington County Animal Services at 503-846-7041.
Alcoholic beverages at the Glenn & Viola Walters Cultural Arts Center, River House, Hillsboro Community Senior Center, Civic Center Complex, Hidden Creek Community Center, Jackson Bottom Wetlands Preserve, and Gordon Faber Recreation Complex are only permitted by appropriate review and can be served upon approval. The following conditions apply:

An OLCC Special Events Permit is required for any event where alcohol may be served and paid for or purchased or monetary donations (including gratuities) accepted.
Please call the OLCC at 503-872-5198 to determine and/or confirm whether you need an OLCC license. It may take 10-30 days for the OLCC to process the license. The OLCC license must be displayed in the area where alcoholic beverages are served.
In general, an OLCC special event permit is not required if alcohol is available but is not required to be paid for or purchased, and no monetary donation is accepted for alcohol, entry/admission, or any other product or service.
Private events that generally do not require an OLCC special events permit include wedding receptions, anniversary celebrations, birthday parties, bar mitzvahs, etc.
