The people at Hope Supply Center, a non-profit organization in North Texas that provides diapers to needy families, offered to help TSA families who may be struggling because they don’t get paid for their work.
“We’ve heard through the news and on [NPR] that TSA officers may not be able to do basic checks,” said Liz Muth, director of development and community outreach for the nonprofit, which was founded in 1989. thinking we’d be happy to provide diapers or hygiene kits if people need a little help.”

Muth said they are not giving up and hope to try to find other ways to help TSA employees and others affected by the shutdown.
“We know how scary it can be to go unpaid and how expensive diapers are,” she added.

The salary for TSA employees can vary depending on where the job is based. According to listings on the federal employment website, USAJobs, an employee in Pullman, Wash., will start at $15.63 an hour, but one working in Fort Worth will start at $16.72 an hour or $34, 888 in a year.

“The number one thing for me as a trustee and, if it is, in the next five years is to fix this salary issue because it is important for us,” said Pekoske during a confirmation hearing held by the Senate Committee on Commerce, Science and Shipping on Wednesday. “We won’t be able to work if we don’t have wage reform.”

To address the increased demand for airport screening, Pekoske said the TSA has introduced several incentives, including recruiting bonuses, local cost-of-living increases, and summertime bonuses. He also said about 1,000 transportation security officers recently volunteered to redeploy to understaffed airports.
But the TSA typically faces 20% staff turnover every year, according to Pekoske. He said the agency’s low pay compared to the rest of the federal workforce is a major problem when it comes to hiring and retaining transportation security officers. TSA employees are generally paid about 30% less than their counterparts in other federal agencies.

“It’s very, very difficult for us to hire people because they’re looking at the pay system,” he said. Even if we can recruit them, they will decide to come to TSA at some point and then switch to another agency.”
That is also evidenced in the Partnership for Public Service’s 2021 “Best Places to Work” released on Wednesday. The agency’s 48.3 employee engagement and satisfaction score ranks 426 out of 432 departments and agencies across the government. The new score is a step back for TSA after it jumped to 53.4 in last year’s report.
TSA received particularly low ratings for pay satisfaction, with its 28.5 score ranking 427th out of 428 departments ranked in that category. Employees also expressed concern with how the agency handled COVID-19 from both leadership and employee well-being perspectives, respectively.
To fix the pay issue, TSA’s 2023 budget request includes funding for a “salary increase program” that would provide an average 30% increase in base pay for transportation security officers and an average 20% increase in base pay for air traffic controllers. The White House proposes to offset the $1.5 billion increase to the TSA budget through a legislative proposal that would allow the agency to keep all the passenger security costs it receives, instead of sending a portion to the US Treasury to reduce the federal deficit.

Meanwhile, in June, the House passed the Rights for TSA Employment Act. The bill would bring 60,000 TSA employees under the same workforce structure as other federal employees. That includes full collective bargaining rights, access to an independent third party for dispute resolutions and a General Schedule payment system.
But the bill passed the House with almost no Republican support, and such a split could present a roadblock in the Senate, where regular bills need at least 60 votes to pass.
The trade committee is now considering whether to move forward with the legislation. During the hearing, GOP members of the committee also addressed House Republican concerns about bringing TSA workers under Title 5 human rights and giving them full collective bargaining rights.
“The General List is a 70-year-old rationing and compensation system for the last century, and it has been the subject of countless studies and recommendations from good government organizations that have often found it to be incapable of meeting the the need for a 21st century workforce,” said Rep. Roger Wicker (R-Miss.). “The best course of action is to use the [Airline and Transportation Security Act] flexibility available to improve the TSA payment system so that it operates at a higher level than the GS system.”
