While the reassignment is a policy intended to help ease staffing concerns as health care workers struggle to keep up with rising demand, McKenna says the huge disparity in pay for similar work has left many nurses uncomfortable.
“Everybody should be accepted into the system, and they’re not. And that’s what’s causing the frustration and the anger and feeling like they’re, you know, kind of trashed.

Physicians who are redeployed due to the COVID-19 outbreak receive what is known as “temporary physician funding” from the government, something that has been negotiated between the province and the Ontario Medical Association (OMA).
In an April 2020 memo, which was obtained by CTV News, officials said the payment structure “will allow for a more flexible response for physician services to the expected level of patient care that will be needed during the state’s increased workload.”
Based on the rates, physicians who are sent to the ICU between 7 a.m. and midnight will receive $385 per hour, or $450 per hour for midnight to 7 a.m.
Some in Ward Care can earn $250 an hour from 7am to midnight while non-clinical administrative assignments are priced at $165 an hour.

Registered nurses working in Ontario hospitals who have 25 years of experience, on the other hand, earn a rate of $48.53 an hour regardless of where they work, as of April 2021. Nurses with five years of experience make $40.19 an hour.
The $48.53 rate is just 48 cents more than what a nurse with 25 years of experience earned in April 2020.
Both the OMA and the Ministry of Health said the temporary physician funding does not include specific incentives for COVID-19 and that it is based on standard fee-for-service contracts used by physicians.
When asked about temporary medical funding, the Ministry of Health said the government “remains committed to working with our sector partners to support our valuable frontline health care workers and ensure the health and well-being of Ontarians.”

Mrs. Neng added that the discussion about funding is not to blame the doctor on the nurse or to claim that the doctor does not deserve to receive a salary, but to shed light on the fact that the nurse does not receive the compensation that is appropriate as it should be. The Ontario government instituted “pandemic wages” in April 2020 by offering some health care workers an extra $4 an hour for a 16-week period. At the time, the government said the average full-time worker would receive an additional $3,560 in compensation over those four months.
However, not everyone is eligible for the pandemic payment, which has led to criticism from the health care sector and the growing list of those who can receive compensation later.

Since then, the number of patients being treated for COVID-19 in Ontario’s intensive care units has skyrocketed. Frustration is compounded by the fact that nurses cannot negotiate with employers to increase their salaries by more than one percent, as wages are currently set by the provincial government.

McKenna said ONA, which represents 68,000 registered nurses and health care professionals, has repeatedly asked to be exempt from the bill. The law allowed certain sectors such as municipalities and the police to be exempted from wages.

“The situation that happened there is solvable,” McKenna said. “The government has the power to exempt from this bill, but the government also has the power, even in the bill, to clearly increase the bonus or the COVID insurance premium like they have for PSW (personal support workers) who fall under law 124, so. ONA has launched a challenge to the bill, but Mr McKenna said it would “take time” to reach a resolution.

More than 1,200 people signed a petition created on Thursday by ICU nurses demanding the exemption of the 124 bill and financial compensation for nurses during the pandemic. The petition’s creators also wrote an open letter to the Ontario government saying nurses feel “let down.”

The letter cited the physician funding model and said the compensated doctors are supporting “nursing efforts” such as cleaning patients, turning patients and “other activities of daily living.”
