Senior Programs Supervisor Belinda Jackson gets her laughs at the Fayetteville Senior Center. Assistant Rec Supervisor James Biggs wants to become a Tai Chi instructor and trains with seniors who share his interest.

Gaskell, Jackson & Biggs welcomes patrons over 55 years of age. They help many of them grow and reach personal goals. We asked these three how they got their start in Parks and Rec. They also shared advice for aspiring rec assistants.

A. “I am originally from Michigan and moved to Fayetteville in 2010 for a job opportunity. I never thought about working with senior citizens until one day when I was working in campus recreation at Ferris State University in Big Rapids, MI. My supervisor and mentor, Cindy Horne, approached me and asked what my career goals were. When I replied that I didn’t know, she asked, ‘Have you ever considered working with senior citizens?’ I replied that I didn’t, and she replied, ‘Think about it’. I don’t want to tell you what to do with the rest of your life, but if the right opportunity presents itself, I think you’ll be good at it. So, thanks to her, I have discovered my true career passion.

A. “In 2010, we opened the US in Charlotte. After facilitating a day trip to the National Whitewater Center, a participant came up to me and started crying. I asked her why she was crying, and she replied, ‘One of my life’s ambitions has always been to go whitewater rafting. What you and this journey have given me today can never be taken away. Thank you.’ Then she wrapped me in a great, big hug.

A. “Learning from Children and Seniors. Senior games start with watching a five-year-old hit his first baseball to seniors perfecting their group dance. Also, seeing the smiles on their faces when they help me with our Easter egg hunts and other special events.

A. “Being with the City for so long I have worked at Kiwanis, Stony Point and Cliffdale. With those sites, I have enjoyed working with children. Currently, our goal at the Senior Center is to provide quality programming that will enhance the quality of life for seniors. Programming includes: Toke Senior Fitness Center, health/wellness programs and classes, lifelong learning classes, educational seminars, volunteer opportunities, advocacy efforts, senior clubs, recreational activities, wellness screenings, social activities, special events, cultural arts and music events.

A. “Be flexible and ready to wear multiple hats on any given day. Day-to-day operations are very fluid and expectations are very high when it comes to developing and delivering programs and activities for recreation centers. Ready to help and always willing to learn.” One employer says it will bring more than 200 jobs to Fayetteville if it gets the right incentive package. Also, the city’s annual budget raises fees and builds swimming pools.

An employer in Fayetteville plans to add more than 200 jobs to its payroll — but it’s seeking an $89,000 grant from the city to do so.

The Fayetteville City Council is scheduled to consider that request Monday night and pass a $238.5 million city budget. The budget includes fee increases for garbage collection, parks and recreation, and other items.

The council is scheduled to meet at 7 p.m. at City Hall at 433 Hay St. These items are to come after the council appoints someone to fill the vacant District 2 council seat.

A memo to the City Council about the employer that wants to expand doesn’t name the company, but instead hides it behind a code name: Project Intelligence.

The company is described as “specializing in management consulting and engineering services” and now has 40 jobs.

The company plans to expand by 178 people by the end of 2020 and another 30 people by the end of 2021, for a total payroll of 248 people, the memo says.

Fy 2022 Strategic Plan

“The company offers a competitive average annual salary of $64,300, as well as a comprehensive benefits package,” the memo says. It will spend $1.2 million on real estate and equipment and expects to spend $5 million in the end.

She is seeking a grant of up to $89,000 from the city. The Cumberland County Board of Commissioners approved a grant up to that amount on June 4. The memo said that the state government is also considering the assistance.

The memo says, “The project is competitive, as the company has significant operations in other states. “With your support, we look forward to strengthening and dramatically expanding their operations in Fayetteville.”

There are no property tax increases in the budget, but there are fee increases that residents across the city will see. At the same time, the budget includes spending on facilities designed to make Fayetteville a better place to live.

• An increase in residential waste collection fees to $190 per year (or $15.83 per month). The fee is now $108 ($9 per month). This is to make waste collection operations self-supporting from fees rather than subsidizing them with tax revenue.

• Monthly stormwater infrastructure fee will increase to $6. It is now $4.25. The increase is to pay for engineering studies for flood-control infrastructure.

• Various fees related to burials at the city-owned Cross Creek Cemetery are scheduled to pay for maintenance and improvements. Current fees are significantly lower than what privately owned cemeteries charge in Fayetteville.

• A new swimming pool will be built at Lake Rim Park ($35 million bond package approved in 2016 allocated $981,000 for debt service from city voters).

Fayette County Park

• $125,000 for an inflatable dome to cover the Westover and Bates pools during cold weather months, so the pool can be used by local youth swim teams. Initially there are no plans to keep the pool open to the public during the summer months. Glenn Richardson glides a pair of pruners over a crape myrtle, cutting off tiny shoots of new growth.

Trim work promotes growth at the top, the 53-year-old city worker said with a smile under a tan ball cap and a pair of sunglasses.

“And it makes it a little bit better, too,” Richardson said last week, walking along Ray Avenue and a stone’s throw from the Cumberland County Headquarters library.

Richardson is part of a four-person team for the Fayetteville-Cumberland Parks and Recreation Department. The crew is tasked with making downtown Fayetteville look its best.

Fayetteville’s Wilson Park Pool Opens June 5

Crew members cut grass, trim and edging. They blow leaves and pine straw, spray herbicides and pick up trash.

It’s a big job, especially in the warmer months, and it usually takes a week to hit all the city-owned property downtown, before having to go back to the same areas.

“We do it day in and day out,” said Robbie Goins, who supervises crews for the city department.

On this Wednesday morning, crews wearing orange vests were buzzing around Ray Avenue’s roundabout and fountain. While they were toiling, a CSX train crashed onto the line between Ray Avenue and the Gray AIT building. The conductor blew the horn a few times and waved to the workers.

“It wears your shoulders down,” Garcia, who is 40, said. “After running it for four or five hours, you get a good workout.”

On the other side of Ray Avenue, Goins stopped Eric Bethea, took a weed wacker from him, and showed him a quick way to cut monkey grass in a planter box.

At the top of the roundabout, Brenna Crane was walking through a flower bed and using a string trimmer. She wore a pair of safety goggles over her glasses. At 24, she is the youngest on the crew, and was hired a few months ago as part of the department’s seasonal help. He wants to work for the city permanently.
