But he said he can only do so much. He said the Marion County Sheriff’s Department is facing a budget crisis, one that has forced it to make reductions in services and inmate transfers and processing and hospital security. Other agencies must take up these tasks.

Body scanners, Layton said, would help keep drugs and other contraband out of the prison and reduce the number of inmate overdoses.

The devices are not cheap. Layton is calling on state officials to pay $200,000 for scanners and other corrections and addiction needs by putting into a $1.8 billion reserve fund.

In Hamilton County, scanners have been a routine part of the booking process since 2015. Officials recently bought a third scanner for the jail.

The devices emit low levels of radiation, which has led to some health concerns and a need to rewrite state laws before the devices can be used in Ohio.

But SecurePASS, the company that does the Hamilton County scanners, says the radiation exposure is so low that it takes 400 scans to equal a single chest X-ray.

“It’s shocking what people have on them every day, just walking down the street,” Sloderbeck said. “Not necessarily on her person, but in her person.”

Hamilton County detainees stand on a platform, one shoe in each hand, as the platform slides them past the scanner. Within 10 seconds, a detailed head-to-toe image of the prisoner’s insides is on a computer screen.

To the trained eye, the hidden pills, pipes, syringes and paraphernalia stand out in the shadow of bones and organs in the grey-black snapshot.

Hamilton County’s device caught a woman trying to smuggle in lipstick and eyeliner. Another was caught hiding a stash of coffee.

And of course some still try to smuggle drugs in. On August 22, Hamilton County’s body scanner caught an inmate with a bag of heroin.

“This is an insurance policy,” Sloderbeck said, noting that inmate overdose deaths can lead to expensive lawsuits.

“I’m a little surprised at the length of time it’s taken for this kind of instrument to become common.”

Stephen Wagner, an Indianapolis attorney who has represented families and inmates who have sued Marion County, said he believes scanners could help make the jail a safer place for inmates. The investment, according to Wagner, would pay off.

“If it saves two, three or even one life a year, it’s worth it,” Wagner said. “From a security point of view, they make sense.”

For decades, airport security guards have relied on metal detectors to screen travelers for hidden weapons. The technology was safe and simple, but it had one glaring flaw: it could not detect non-metallic threats, including plastic explosives. In 2009, the infamous Underwear Bomber exploited that flaw to almost devastating effect.

In addition to the privacy questions raised by the use of backscatter technology, some experts also had concerns that these scanners exposed travelers to potentially dangerous amounts of radiation. “We found that the exposure of these machines was about 10% of what you would get during an X-ray, which is significant,” says John Sedat, a professor of biophysics at the University of California, San Francisco.

“There were probably some very small cancer risks associated with these X-ray machines,” says David Brenner, a professor of radiation biophysics at Columbia University Medical Center. “We know that there are biological mechanisms by which X-ray exposure can cause cancer … it seems likely that these backscatter scanners carry some small risks.”

European authorities almost immediately banned the use of the backscatter X-ray machines, and the TSA followed suit in 2013 – although the agency never formally acknowledged that it was ditching the scanners because of health concerns. (It also didn’t rule out bringing them back.)

“Scientists can never say that something is 100% certain, but I would say that there is no plausible evidence that millimeter waves damage DNA,” says Brenner. “If the risks are there, they are extremely small.”
